Stalker-guy, you should tell him just that. Hopefully he'll go away on his own, but sometimes, what I do, is put on headphones and pretend I'm listening to music so people don't talk to me. If you can't do that in the library, then just tell him you'd like some quiet because you're focusing on something. When he asks what, just say, "Nothing I'm interested in sharing."
Maybe he'll get a clue.
